MANILA – The National Economic and Development Authority (NEDA) Board approved the awarding of the Light Rail Transit (LRT)-1 Cavite extension project and three new public-private partnership (PPP) projects on Thursday.

The NEDA Board approved the awarding of the controversial LRT-1 Cavite extension project to the Light Rail Manila Consortium composed of Metro Pacific's MPIC Light Rail Corp., Ayala Corp.'s AC Infrastructure Holdings Corp., and Macquaire Infrastructure Holdings (Philippines) Pte Ltd.
Post-bidding approval for the LRT-1 project was needed because Light Rail Manila was the only bidder.
The consortium offered to pay the government P9.35 billion for the right to build, operate, and manage the project.
The project will extend the current LRT-1 line from its present end-station in Baclaran to parts of Parañaque, Las Piñas, and Cavite.
The SM group, meanwhile, has taken the Department of Transportation and Communications (DOTC) to court to force DOTC to put the common station for LRT-1, MRT-3, and the planned MRT-7 in front of SM North EDSA as agreed in 2009 and not in front of Ayala's Trinoma mall.
3 new infra projects approved
The NEDA Board also approved the Department of Public Works and Highway’s (DPWH) P123-billion Laguna Lakeshore expressway and dike project, the government’s biggest PPP project.
The approval gives the DPWH the go-signal to start the bidding process and possibly bid it out before year end.
Also approved in the meeting chaired by President Aquino were the projects involving the development, operations, and maintenance of the Laguindingan airport and the new Bohol airport.
“The approval of these new infrastructure projects is a timely contribution to the improvement of the country’s connectivity and efficiency, mitigating disaster-risks, supporting agricultural production, and pursuing energy and water security. These are all in line with strategies of the Updated Philippine Development Plan 2011-2016,” Economic Planning Secretary Arsenio Balisacan said in a statement.
“All these projects are aligned with the government’s overall strategy of increasing public infrastructure spending for the country to provide Filipinos with quality, adequate, and accessible infrastructure facilities and services,” he added. -- With a report from Coco Alcuaz, ANC
